Allard M Nooy, Chief Executive Officer

/BioPicsNew/Allard_crop_BWAllard Nooy joined InfraCo Asia in mid-2013 and has been responsible for the company’s strategic transformation process, driving the development and implementation of its ‘multi-developers’ and co-development programme.  Allard has over 25 years of strategic executive leadership experience in the infrastructure sector in emerging markets in Asia. He has successfully led and acquired infrastructure, energy and environmental companies.

His key focus has been on the development and implementation of growth strategies, the creation of new assets and the financing and execution of infrastructure projects. The format of these projects varied widely and included PPP’s and BOOT structures in the water, waste water, solid waste management, waste-to-energy, power, and renewable energy sectors. 

His previous roles include CEO of Jindal Aquasource (JITF Water Infrastructure Ltd) and Jindal Ecopolis (JITF Urban Infrastructure Ltd), in New Delhi, India; President Asia Pacific with Covanta Energy Corporation, the world's largest Energy from Waste Company, in Shanghai, China; Regional Director Infrastructure Development and Director China with the Leighton Group in Asia, Australia’s largest engineering and contracting group, Regional Director Greater China at Thames Water International, the world's third largest private water company, in Hong Kong SAR; and General Manager of Vermeer - Ballast Nedam, while based in Vietnam.

In addition to his full-time role at InfraCo Asia, Allard also lectures a Public Private Partnership Program at the Singapore Management University (SMU). Allard holds a Bachelor of Science (Eng) in engineering management and an MBA in international business.

 

Claudine Lim,  Chief Operating Officer

/BioPicsNew/Claudine_crop_BWClaudine Lim joined InfraCo Asia at its inception in 2009 and played an instrumental role in establishing the Company’s operations and managing the competitive procurement process to select a developer team. Since then, Claudine has supported the InfraCo Asia board in an executive capacity and managed stakeholder relations.  Claudine has also worked on the establishment of InfraCo Asia’s sister facility, InfraCo Asia Investments (IAI), and is currently responsible for the day-to-day management of IAI. 

Prior to joining InfraCo Asia, Claudine was responsible for investor relations at Temasek Holdings, a Singapore government-owned investment holding company. Previous roles also include leading the strategic planning, business development and investor relations functions in M1, a Singapore listed telecommunications company, as well as being part of the regional business development team for Cable & Wireless Asia Pacific, in Hong Kong. 

She commenced her career with the Singapore Civil Service and has held appointments in various Ministries. Claudine has a BA (Hons) degree in Philosophy, Politics and Economics from the University of Oxford and an MSc in Finance and Economics from the London School of Economics and Political Science. 

 

Raghav Koshik,  Assistant Portfolio Manager

Raghav works closely with InfraCo Asia's South Asia developer team, and has responsibilities overseeing the South East Asia and South Asia co-development programs. Previously, Raghav was with PwC’s Capital Projects and Infrastructure team in Singapore. During his tenure at PwC, Raghav was involved in the advisory of port, industrial zone development, the transport, water supply sector and a gas fired power plant, in Indonesia, Singapore, Myanmar and Malaysia.

Raghav has also advised various governments, government linked entities and the private sector on opportunities in the infrastructure sector. His focus areas include project finance advice, project structuring, Public Private Partnership bid process management, and conducting training sessions. He has also worked on projects involving market entry strategy, policy advisory, firm restructuring, and capital raising.

At InfraCo Asia, Raghav conducts analysis of infrastructure development opportunities and co-investment projects across Asia. In addition he contributes to developing plans that support Senior Management and Board strategic objectives. Raghav has a Bachelor of Arts degree in Economics from Delhi University and a Master’s degree in Management (Finance and Strategy) from Indian School of Business (ISB), Hyderabad, India.

 

Benny Lee, Finance Manager

/BioPicsNew/Benny_BW_cropBenny Lee joined InfraCo Asia in December 2015. In his role, Benny manages the finance and accounting function of InfraCo Asia. Prior to joining InfraCo Asia, Benny was an Audit Manager with KPMG Singapore and has over 7 years of accounting and auditing experience in public accounting and commercial financial planning and analysis.

During his tenure with big four accounting firms, Benny was involved in the audit engagements of public listed companies, multi-national corporations and private entities in Singapore and Malaysia. His industry experience includes real estate investment, real estate development, investment holding and manufacturing. Benny is a chartered accountant and member of the Association of Chartered Certified Accountants (ACCA) and Institute of Singapore Chartered Accountants (ISCA).

 

Gabrielle Lim, Finance Associate

/BioPicsNew/Gabrielle_BW_cropGabrielle joined InfraCo Asia in March 2017. She supports the finance and accounting functions of InfraCo Asia. Gabby brings expertise in risk management, investment monitoring and due diligence. Her previous experience includes as a Senior Associate with Sindicatum Sustainable Resources Group, Strategic Corporate Finance in Singapore. Prior to this she was a Consulting Associate at Dragonfly LLC and completed an internship as an Equities Analyst with RHB Securities.

Gabrielle is a graduate of Nanyang Technical University, Singapore, and holds a Bachelor of Accountancy with Honours and Bachelor of Business (Banking and Finance) with Honours. She also undertook the International Student Exchange Programme (INSTEP), spending six months at the Hogeschool van Amsterdam, School of Economics and Management in the Netherlands.

 

Ian McAlister, Director of Projects and Operations

/InfraCo Asia Images/Ian_BW_cropIan began working with InfraCo Asia in August 2016 where he oversees project managers responsible for construction of new facilities. He ensures all procurement, design, subcontracting, value engineering and critical path methods scheduling construction and commissioning activities are executed on time and in line with the company’s quality standards.

Ian is a chartered engineer with over 35 years’ experience in the design, construction and operations of infrastructure schemes in Asia. He is reputed for setting high standards for project implementation, operations and getting the best out of EPC contractors.

Ian has been involved in the design, management and delivery of numerous complex power projects for consulting firms and ownership companies, including private sector funded projects such as the 1,070MW Nam Theun 2 Hydroelectric Project in Laos.

 

Jeraine Ng,  Financial Controller

/BioPicsNew/Jeraine_crop_BWJeraine Ng has extensive auditing, financial control and accounting experience, and oversees the finance and accounting functions of InfraCo Asia. Prior to joining InfraCo Asia in September 2014, she was a Controller with AES (NYSE: AES), a Fortune 200 global power company that owns and operates a diverse portfolio of electricity generation and distribution businesses in 17 countries. Previously, Jeraine was in Business Unit Control of the Credit Markets Origination business with the Royal Bank of Scotland.

Prior to 2008, Jeraine worked with KPMG Singapore and KPMG London for a number of years, where she managed the audits of banks, financial institutions and listed companies and worked on the initial public offering of a water trust listed on the Singapore Stock Exchange. Jeraine holds a Bachelor of Accountancy degree from Nanyang Technological University (Singapore) and is a Chartered Accountant, Institute of Singapore Chartered Accountants. 

 

Prabaljit Sarkar, Director, Business Development

/BioPicsNew/Prabaljit_BW_cropPrabaljit Sarkar joined InfraCo Asia in October 2016, where he has the primary responsibility for originating, developing, structuring and implementing co-investments under the InfraCo Asia Co-Development and Investment programs in South and South-East Asia. Prabaljit has over 25 years of experience of Power and Infrastructure development activities in Asia. He spent over 12 years at AES Corporation (NYSE: AES), a Fortune 200 global power company that owns and operates a diverse portfolio of electricity generation and distribution businesses in 17 countries. He has been based in Vietnam and India managing AES’ business developments and deal closures.

In the earlier part of his career Prabaljit was at PWC, and more recently at Castlerock Consulting based in Singapore, where he provided project implementation support to government, state-owned & private enterprises and development financial institutions in the infrastructure space in Asia and the Pacific region. He holds a Bachelor of Engineering (Electrical) and an MBA in Finance. 

 

Jeremy Saw, General Counsel

/BioPicsNew/Jeremy_crop_BWJeremy Saw joined InfraCo Asia in August 2015 and manages the legal and compliance functions. He has diverse experience across the Asia-Pacific and ASEAN region, particularly in the infrastructure, renewables, energy and project development sectors. Prior to joining InfraCo Asia, Jeremy was Senior Associate at Baker & McKenzie, a global law firm, working from bases across Australia, Indonesia, Malaysia, Myanmar and Singapore, covering the Asia-Pacific region.  

Jeremy also acted as regional ASEAN-focused in-house legal counsel at BP, a global oil major, where he was responsible for providing legal solutions across various ASEAN downstream businesses. Jeremy holds a Bachelor of Laws (Hons) degree and a Bachelor of Commerce degree from The University of Melbourne, and holds advanced certification for Governance, Risk and Compliance from the International Compliance Association and the Institute of Banking and Finance.

 

Shalabh Singhania,  Portfolio Manager

/BioPicsNew/Shalabh_crop_BWShalabh Singhania joined InfraCo Asia in September, 2014. In his role, Shalabh conducts quantitative and qualitative analysis of infrastructure development opportunities and co-investment projects across Asia, as well as managing InfraCo Asia's Myanmar and South East Asia developer teams. He supports Senior Management and the Board in decision-making and oversight of project development and investment activities by reviewing and analysing project proposals and progress reports.

Shalabh has lengthy experience spanning the infrastructure and technology sectors in roles that include consulting, business development, project management and transaction advisory. He was a key member of a successful telecom start-up in the US that served clients worldwide with a significant presence in Asian markets.

Shalabh also worked with PwC’s Infrastructure Advisory team in the US as well as in India. As part of another boutique consulting firm in Mumbai, he worked with one of India’s largest infrastructure conglomerates advising them on their M&A and divestment efforts across sectors and regions including South-east Asia. Shalabh has a Bachelors and Masters degree in Engineering from McGill University in Canada and an MBA from the University of Chicago Booth School of Business.   

 

Soo Imm Teo, Executive Assistant & Office Manager

/BioPicsNew/Soo_Im_Crop_BWSoo Imm Teo joined InfraCo Asia in July 2015. She brings extensive experience in supporting Senior Management, conference-seminar & board meeting arrangements, negotiation of hotel & travel rates, office management as well as reporting capability, to InfraCo Asia. 

Prior to this, Soo Imm was with Deutsche Bank AG APHO (Singapore). She has worked in Hong Kong from 2005 – 2010 when she was EA to the same CEO in both Natixis Asia Pacific Regional Office and Calyon Asia Pacific Office. Before that, Soo Imm was with Crédit Lyonnais Singapore up to the merger with Crédit Agricole in 2004. She is proficient in French, having worked many years in French institutions. She holds a Diploma in Business French and a Certificate in Business Administration.


Karen Tsang-Hounsell, Investment Manager

/BioPicsNew/Karen_BW_cropKaren joined InfraCo Asia in March 2017 and is responsible for actively managing the company's investments. She brings extensive experience as an infrastructure investment management professional, having managed assets, partnerships and initiatives across the region. Karen is skilled in strategy and business development, as well as project and stakeholder management.

Prior to joining InfraCo Asia, Karen was an Associate Director at Hastings Funds Management in Singapore where she managed strategic partnerships in India, Malaysia and Indonesia to develop new investment products in Asia.  Before relocating to Singapore, Karen was a Senior Associate with Hastings Funds Management in Melbourne, where she performed both fund and asset management roles on a A$2bn ASX-listed infrastructure fund.

Karen’s career began in investment banking with Goldman Sachs, where she advised companies in the infrastructure and utilities sectors. She holds a Bachelor of Laws (Hons) degree and a Bachelor of Commerce degree from the University of Melbourne, a Diploma from the Australian Institute of Company Directors and is a CFA charterholder.

Lindsey Zouein, Communications Advisor

/BioPicsNew/Lindsey_BW_cropLindsey joined the InfraCo Asia team as Communications Advisor in June, 2017. In her role she guides InfraCo Asia's messaging, branding and strategic communications as well as being responsible for creative content. Lindsey has consulted with a number of Asia- and Silicon Valley-based companies to help give shape to new offers, products, and platforms.

Lindsey honed her craft during six years spent at global design and innovation firm, IDEO. There, she helped grow and give definition to the global brand at the company’s Palo Alto, Calif., headquarters, moving to Singapore in 2012 to serve as Marketing Director, Asia Markets. In this role, she worked with media, internal teams, and clients across China, India, Japan, and Singapore to share the impact of IDEO’s work. Lindsey’s early communications career began as a public relations consultant in the San Francisco Bay Area, where she helped launch notable technology startups in the semantic technology, video advertising, and online education spaces. She started out as a journalist for a daily newspaper in the Colorado Rocky Mountains. Lindsey has a Bachelor of Arts (magna cum laude) in Political Science from Pepperdine University.
