Keith is the “intellectual architect” of the InfraCo model and was founder Chairman of InfraCo Africa and InfraCo Asia Development. Keith previously held the position of Vice Chairman of Rothschild, the international investment bank. He was formerly founder Chairman of the Emerging Africa Infrastructure Fund and a board member of GuarantCo, both facilities within the Private Infrastructure Development Group. Keith is founder of CEPA, a consulting company that is active in infrastructure development in Africa and he also served as its Chairman. He is also founder and Chairman of AgDevCo, an agriculture project development company.
Earlier in his career, he worked at the World Bank, the IMF, as a contract public servant in the Ministry of Finance in Papua New Guinea and as an advisor to the Ministry of Water, Energy and Minerals in Tanzania. He has particular expertise in restructuring and privatisation, public-private partnerships and public sector reform. He has worked extensively in the natural resources and utilities, physical infrastructure, education and health sectors.
Keith is also the founder and Chair of Trustees of Enterprise for Development (EfD), a charity established to support socially and environmentally responsible private enterprise and social enterprise with the aim of reducing poverty in low-income developing countries. He was awarded an OBE for contributions to economic development overseas and an Honorary Doctorate honoris causa by the University of Birmingham for contributions to public life.
Peter Bird was appointed Non-Executive Director of InfraCo Asia Investments Pte. Ltd. on 9 January 2012. Peter is an experienced adviser in the energy and infrastructure sector. He is currently a senior advisor to Rothschild’s global financial advisory business in South East Asia, and was previously co-head of this business. He also has senior advisory roles with an energy and infrastructure-focussed private equity fund and with Lantau Group, an economics and strategy consultancy. He is a non-executive director of Vector Limited, the listed infrastructure network company in Auckland, New Zealand; and of Green Africa Power, another PIDG facility. He was previously a founder director of Infraco Africa, also a PIDG facility.
Before joining Rothschild in 1990, he worked as an economic consultant with Coopers and Lybrand, as an economic researcher in the oil and nuclear sectors, and as an academic economist at Stirling University. He has a PhD from Cambridge and has authored over 30 articles in peer-reviewed economics journals.
Julia Prescot was appointed Non-Executive Director of InfraCo Asia Investments Pte. Ltd. on 9 September 2016. Julia has over 25 years of international experience of investment banking and project finance. She has advised private sector and public bodies in established and emerging markets, including road and rail projects, power stations and structured trade finance transactions. Her involvement with African markets includes work in Cameroon, Kenya, Tanzania, South Africa, Uganda and Zimbabwe. Julia is the chief strategy officer at Meridiam Infrastructure, which she co-founded. It has grown to be a highly successful enterprise, with funds under management of $3.5 billion.
Roger Witcomb was appointed Non-Executive Director of InfraCo Asia Investments Pte. Ltd. on 1 September 2016. Roger has extensive experience in the utility, power and renewable energy sectors. He is a former Chairman of the United Kingdom’s Competition Commission and a former Trustee for microfinance charity, Opportunity International. Currently he is the Panel Chair of the UK’s Competition and Markets Authority.
