Allard M Nooy, Chief Executive Officer
Allard Nooy joined InfraCo Asia in mid-2013 and has been responsible for the company’s strategic transformation process, driving the development and implementation of its ‘multi-developers’ and co-investment programs.  Allard has over 25 years of strategic executive leadership experience in the infrastructure sector in emerging markets in Asia. He has successfully led and acquired infrastructure, energy and environmental companies.
His key focus has been on the development and implementation of growth strategies, the creation of new assets and the financing and execution of infrastructure projects. The format of these projects varied widely and included PPP’s and BOOT structures in the water, waste water, solid waste management, waste-to-energy, power, and renewable energy sectors.
His previous roles include CEO of Jindal Aquasource and Jindal Ecopolis in New Delhi, India; President Asia Pacific with Covanta Energy Corporation, the world’s largest Energy from Waste Company, in Shanghai, China; Regional Director Infrastructure Development and Director China with the Leighton Group in Asia, Australia’s largest engineering and contracting group, Regional Director Greater China at Thames Water International, the world’s third largest private water company, in Hong Kong SAR; and General Manager of Vermeer – Ballast Nedam, while based in Vietnam.
In addition to his full-time role at InfraCo Asia, Allard also lectures a Public Private Partnership Program at the Singapore Management University (SMU). Allard holds a Bachelor of Science (Eng) in engineering management and an MBA in international business.
Claudine Lim, Chief Operating Officer
Claudine Lim joined InfraCo Asia at its inception in 2009 and played an instrumental role in establishing the Company’s operations and managing the competitive procurement process to select a developer team. Since then, Claudine has supported the InfraCo Asia board in an executive capacity and managed stakeholder relations.  Claudine has also worked on the establishment of InfraCo Asia’s sister facility, InfraCo Asia Investments (IAI), and is currently responsible for the day-to-day management of IAI.
Prior to joining InfraCo Asia, Claudine was responsible for investor relations at Temasek Holdings, a Singapore government-owned investment holding company. Previous roles also include leading the strategic planning, business development and investor relations functions in M1, a Singapore listed telecommunications company, as well as being part of the regional business development team for Cable & Wireless Asia Pacific, in Hong Kong.
She commenced her career with the Singapore Civil Service and has held appointments in various Ministries. Claudine has a BA (Hons) degree in Philosophy, Politics and Economics from the University of Oxford and an MSc in Finance and Economics from the London School of Economics and Political Science.
Sharyn Bow, Head of Projects and Operations
Sharyn Bow joined InfraCo Asia in October 2019 and is Head of Projects and Operations, where she has oversight of the implementation and technical aspects of projects.
Sharyn has 30 years’ experience as a civil and environmental engineer, project manager and infrastructure advisor, including several years with the ADB. Prior to joining InfraCo Asia, Sharyn held various project and leadership roles with consulting firms and government agencies across Asia, the Pacific, Africa, Australia and the United Kingdom, with extensive experience in the development, management and regulation of civil infrastructure projects and utilities in developed and developing economies.
Sharyn holds a Bachelor of Engineering (Civil) from the University of Technology Sydney and Master of Environmental Management from the University of New England, Australia. She is a Chartered Professional Engineer and International Professional Engineer with the Institution of Engineers Australia, and a Member of the Institution of Engineers Singapore.
Sharyn Chang, Senior Analyst, Portfolio Management
Sharyn Chang joined InfraCo Asia in January 2019. As a Senior Analyst on the Portfolio Management team, she works across the lifecycle of InfraCo Asia’s Co-Development projects from signing of JIDA to Financial Close, applying her skills to the oversight of development activities in projects where InfraCo Asia has invested.
Before joining InfraCo Asia, Sharyn was a Senior Analyst at EDHEC Infrastructure Institute, focused on the ASEAN market. There, she was a part of the core team working to create the world’s largest database of infrastructure investment data and indices aimed at changing the way investors measure infrastructure investment performance globally. Sharyn started her career at Deloitte as Associate – Audit & Assurance, Global Financial Services Industry. There, she worked with private banks and commodity trading firms to strengthen internal controls and conduct risk assessments and due diligence activities.
She is a Chartered Accountant with the Institute of Singapore Chartered Accountants, and has passed CFA Level I. Sharyn holds a Bachelor of Accountancy from Singapore Management University (SMU).
Kenneth Goh, Program Manager
Kenneth Goh joined InfraCo Asia in October 2018 as Program Manager. In this role, he oversees and amplifies the performance of InfraCo Asia’s contracted developer teams.
Kenneth has a depth of experience in the energy sector, including process engineering, project capital and operating expenditure estimation, and financial model development. He joins InfraCo Asia from Aurecon, where he served as an Advisory Consultant, responsible for developing and supporting technical and commercial feasibility studies, due diligence activities, and infrastructure investment decisions. At Aurecon, he was part of a team that developed an institutional framework for the Government of Mauritius that guided the implementation of the first light rail in the country and conceived a long-term plan for public transport development.
Prior to his time at Aurecon, Kenneth was part of Enterprise Singapore, where he worked with the Asian Infrastructure Investment Bank (AIIB) to identify developers and financiers for AIIB projects. He started his career at Advisian, WorleyParsons’ consultant arm, where he held both engineering and consulting roles in the development of several LNG projects. Kenneth received an MBA from the National University of Singapore, and a B.S. degree in Chemical Engineering from the University of Queensland.
Jasmine Ho, Business Development Manager
Jasmine joined InfraCo Asia in February 2020 as a Business Development Manager with more than a decade of experience in infrastructure and asset finance and project development.

Prior to joining InfraCo Asia, Jasmine was a senior investment operations specialist for the Asian Infrastructure Investment Bank, where she looked after the financing of energy and transport projects across Southeast Asia, South Asia and Central Asia. Jasmine also draws from previous experience in energy and asset finance while working with the Mitsubishi UFJ Financing Group and Sumitomo Mitsui Banking Corporation. Jasmine started her career with a private project developer focused on the West African market.

Jasmine holds a Master of Business Administration from the Nanyang Technological University in Singapore, and a Bachelor of Engineering (Chemical Engineering) from the National University of Singapore.

Bariah Jaaffar, Paralegal
Bariah Jaaffar joined InfraCo Asia in July 2019 as a paralegal. In this role, Bariah provides filing, reporting, administration and compliance-related support for InfraCo Asia’s Legal and Management teams.
Bariah has over 18 years of experience in both international law firms and in-house legal teams, working across technology, entertainment, FMCG and supply chain sectors. Her career includes serving in administrative, finance and paralegal functions with the McDonald’s global franchising branch in Singapore, The Walt Disney Company (Southeast Asia) Pte Ltd and Cisco Systems (USA) Pte Ltd. Bariah also has experience in setting up management procedures and file management systems for the purpose of ISO accreditation.
Bariah holds an Executive Secretary Diploma from the Thames Business School, validated by University of Oxford. She also has Paralegal Certification jointly offered by The Law Society of Singapore and Temasek Polytechnic.
Bintari Margaret Konstantin, Analyst, Business Development
Margaret Konstantin joined InfraCo Asia in October 2019 as a Business Development Analyst, with the primary role of screening and analyzing new business opportunities, supporting business development, project finance and investments under the InfraCo Asia’s Co-Development and Investment programme.
Prior to joining InfraCo Asia, Margaret was a business development associate for Indonesia Infrastructure Finance, a state-owned company whose shareholders comprise the Ministry of Finance, development finance institutions (ADB, IFC, DEG) and Sumitomo Mitsui Banking Corporation. Margaret also has experience with project appraisal and structuring as senior staff for the Indonesia Infrastructure Guarantee Fund. Margaret started her career in Deloitte Consulting’s M&A transaction advisory division.
Margaret holds a Master of Public Administration degree from the Nanyang Technological University, Singapore, a Bachelor of Commerce degree from the University of Melbourne and Bachelor of Economics degree from the University of Indonesia.
Kenneth Kwek, Finance Manager
Kenneth joined InfraCo Asia in April 2020 as Finance Manager. In this role, he leads on the consolidation and financial reporting for the InfraCo Asia group of companies, and provides financial oversight and support across investments within the group.
Prior to joining InfraCo Asia, Kenneth was an Assistant Finance Manager with Keppel Corporation Limited, where he supported the management and financial reporting of the group, including the design and implementation of a consolidation system. Kenneth started his career as an auditor with Ernst & Young where he developed and implemented audit strategies to evaluate clients’ internal controls systems and financial statement closing processes across various industries..
Kenneth is a Chartered Accountant with the Institute of Singapore Chartered Accountants, and holds a Bachelor of Accountancy degree from the Nanyang Technological University, Singapore.
Raghav Koshik, Senior Manager, Portfolio Management
Raghav joined InfraCo Asia in October 2015. As Senior Manager on the Portfolio Management team, Raghav oversees projects in South and Southeast Asia under InfraCo Asia’s Co-Development Program with specific focus on compliance, stakeholder management, reporting and exit. He actively contributes to business process improvement and also supports the strategic objectives of the Senior Management and Board.
Prior to joining InfraCo Asia, Raghav was with PwC’s Capital Projects and Infrastructure team in Singapore. At PwC, Raghav advised both private sector as well as governments and government linked entities across sectors such as energy, port and industrial zone development, transport and water supply, with a focus on South-East Asia. His areas of expertise include project finance advisory, project structuring, fund raising and bid process management. He has also worked on projects involving market entry strategy, policy advisory and corporate restructuring.
Raghav holds a Master’s in Management (Finance and Strategy) from Indian School of Business (ISB), Hyderabad, India and a Bachelor of Arts in Economics from Delhi University.
Duc Son Le, Manager, Business Development
Duc Son Le joined InfraCo Asia in  October 2019 as Business Development Manager with the primary responsibility of project development, supporting the execution of joint venture agreements, project finance and investments under InfraCo Asia’s Co-Development and Investment programme.
Son is a finance professional with over a decade of experience in private equity and project finance, for energy and infrastructure sectors in Asia Pacific. Prior to joining InfraCo Asia, Son was an origination and investment manager for Petro Diamond Singapore, a subsidiary of Mitsubishi Corporation. Son has held investment, M&A and business development roles for a range of notable multinational companies including Glencore, Castleton Commodities and Puma Energy.
Son holds a Master of Business Administration (Finance) from Brandeis University and a Master in Economics from the National University of Singapore. Son also holds a Bachelor of Arts degree from the National University of Vietnam.
Angela Lee, Senior Analyst, Finance
Angela joined InfraCo Asia in January 2019 and is a Senior Analyst on the Finance team where she provides operational support and project performance monitoring and evaluation. Her focus includes internal and external project reporting, as well as working with InfraCo Asia’s developer partners on project spending.
Prior to joining InfraCo Asia, Angela was with KPMG, where she conducted audits for publicly listed companies and private entities across a range of industries, including commodities trading; construction and manufacturing; wireless network infrastructure management; and investment management. While at KPMG, Angela was a member of the team that conducted a successful KYC (Know Your Customer) remediation for a top global investment bank.
Angela is fluent in spoken and written Chinese. She is a Chartered Accountant with the Institute of Singapore Chartered Accountants (ISCA), and holds a Bachelor of Accountancy degree from Nanyang Technological University (NTU).
Benny Lee, Financial Controller
Benny joined InfraCo Asia in December 2015 and is the Financial Controller of InfraCo Asia Group. He works closely with the Director of Finance in managing the finance and accounting function of the InfraCo Asia Group across the South and Southeast Asia regions and provides supervisory, transactional, monitoring, and corporate support for the various investments of the InfraCo Asia Group.

Prior to joining InfraCo Asia, Benny was an Audit Manager with KPMG Singapore and was involved in the audit engagements of public listed companies, multi-national corporations and private entities in the real estate, hospitality and manufacturing industry based in Singapore and Malaysia.

Benny is a chartered accountant, chartered secretary, and chartered governance professional. He is a Fellow Member of the Association of Chartered Certified Accountants (ACCA), a CA Singapore and an Associate of the Institute of Chartered Secretaries and Administrators (ICSA) and the Chartered Secretaries Institute of Singapore (CSIS).

April Lim, Legal Counsel
April Lim joined InfraCo Asia in February 2019 as Legal Counsel. In this role, she provides legal, compliance, and risk-management support for InfraCo Asia’s Management Team and its contracted Developer Teams.
April has more than 12 years of experience in the legal field. She is called to the State Bar of California and the State Bar of the District of Columbia. Her career includes serving as Legal Counsel at organisations including Omron, a Japanese manufacturer of medical equipment; and the Asia headquarters of M+W, a Germany-based global design and engineering firm. April’s career began in the United States at a financial-services-focused private equity firm. Upon returning to Singapore in 2011, she joined K&L Gates Straits Law LLC, where she practised as Foreign Lawyer, working as part of the corporate and transactional team.
April earned her J.D. and Master’s in Public Administration from Western Michigan University. She holds a Bachelor’s of Arts Degree from Purdue University in Psychology and Law and Society. April is fluent in English and Mandarin, and has conversational knowledge of Japanese and Bahasa Indonesia.
Gabrielle Lim, Manager, Portfolio Management
Gabrielle joined InfraCo Asia in March 2017. As Manager on the Portfolio Management team, she works with InfraCo Asia’s Co-Development partners to bring projects to financial close while supporting InfraCo Asia’s strategic and business process improvement efforts.
Prior to InfraCo Asia, Gabrielle spent four years with Sindicatum Renewable Energy’s Strategic Corporate Finance Team working on capital raising and project development in South and Southeast Asia. Gabrielle started her career at a boutique management consulting firm, advising the turnaround of a distressed manufacturing company in the renewable energy space.
Gabrielle holds double Bachelor’s Degrees in Business (Banking and Finance) and in Accountancy from Nanyang Technological University. She is fluent in written and spoken Chinese (Mandarin).
Colin Liu, HSES Manager
Colin joined InfraCo Asia in March 2020 as a Health, Safety, Environmental and Social (HSES) Manager in the Projects and Operations team. In this role, he provides HSES oversight and advice throughout the project delivery lifecycle, covering InfraCo Asia’s portfolio in South and Southeast Asia.
Colin draws on more than 18 years of HSES management experience covering a range of sectors, with firms such as Technip, Sembcorp Marine and Pratt & Whitney. Prior to joining InfraCo Asia, Colin was HSSE Manager for Penta-Ocean Construction’s international business unit, covering projects in the Asia Pacific and East Africa regions. Prior to this, Colin lead HSSEQ management for MODEC’s offshore assets in the Asia Pacific and West Africa regions.
Colin holds a Master of Science in Engineering Business Management from the University of Warwick and a Bachelor of Environmental and Occupational Health and Safety from the University of Newcastle.
Rayne Liu, Senior Accountant
Rayne Liu joined InfraCo Asia in December 2020 as a Senior Accountant. In this role, she provides accounting and finance monitoring, oversight support and transaction support for various projects under InfraCo Asia’s development and investment programmes.
Prior to joining InfraCo Asia, Rayne spent 2 years in Xander Investment Management’s finance team working closely with senior management on accounting, tax and reporting processes. Rayne started her career as an external auditor with KPMG where she led multiple teams in conducting financial and compliance audits for multinational corporations, with a focus on capital markets services. She has over 6 years of finance and accounting experience in the financial services industry..
Rayne is a Chartered Accountant with the Institute of Singapore Chartered Accountants (ISCA), and holds a Bachelor of Business Administration (Accountancy) degree from the National University of Singapore (NUS). She is fluent in both spoken and written Chinese..
Jesse Low, Contracts Manager, Projects and Operations
Jesse joined InfraCo Asia in July 2020 as Contracts Manager in the Projects and Operations team, responsible for providing procurement and contractual oversight and guidance throughout the project delivery cycle.
Jesse has more than 25 years of experience in quantity surveying, procurement, contract management and project controls across a range of industries including oil and gas, chemical manufacturing and hospitality. Prior to joining InfraCo Asia, Jesse led the Marina Bay Sands procurement team responsible for property development, facilities management and services. Prior to this, Jesse worked with Schering-Plough/MSD for more than 10 years managing engineering, procurement, construction and management (EPC, EPCM) contracts for advanced pharmaceutical manufacturing and research and development facilities in Singapore and Indonesia.
Jesse holds a Bachelor of Construction Management degree from the Central Queensland University and is a professional member of the RICS and SISV.
Ian McAlister, Director of Projects and Operations
Ian McAlister joined InfraCo Asia in August 2016. In his current role as Senior Advisor, Ian provides assistance and advice for development and implementation of updated and integrated company management systems, finalisation and implementation of the InfraCo Asia HSES management system, establishment of consulting services framework agreements, and provision of project management and technical advice for key projects in the power sector.
Ian is a chartered engineer with over 45 years’ experience in project management, design, construction and commissioning supervision and operations of large infrastructure projects in the Asia-Pacific region.
Ian has previously been involved in the design, management and delivery of numerous complex power projects for consulting engineering firms and for project companies, including private sector funded projects such as the 1,070 MW Nam Theun 2 Hydroelectric Project in Laos.
Jeraine Ng, Director of Finance
Jeraine Ng is InfraCo Asia’s Director of Finance. She has extensive auditing, financial control and accounting experience, and oversees the finance and accounting functions of InfraCo Asia. Prior to joining InfraCo Asia in September 2014, she was a Controller with AES (NYSE: AES), a Fortune 200 global power company that owns and operates a diverse portfolio of electricity generation and distribution businesses in 17 countries. Previously, Jeraine was in Business Unit Control of the Credit Markets Origination business with the Royal Bank of Scotland.
Prior to 2008, Jeraine worked with KPMG Singapore and KPMG London for a number of years, where she managed the audits of banks, financial institutions and listed companies and worked on the initial public offering of a water trust listed on the Singapore Stock Exchange. Jeraine holds a Bachelor of Accountancy degree from Nanyang Technological University (Singapore) and is a Chartered Accountant, Institute of Singapore Chartered Accountants.
Uma Paramu, Administrative Assistant
Uma Paramu joined InfraCo Asia in February 2021 as Administrative Assistant. In this role, Uma supports general office management such as reception duties, safety management and the maintenance of office equipment and inventory.
Prior to joining InfraCo Asia, Uma worked for 9 years as a Senior Customer Service Officer with City Serviced Offices, specialising in reception and customer services. She established her foundational skills during her time as part of the Westin Stamford and Plaza Hotels service teams, where she was awarded Service Excellence Awards in both the ‘Superstar’ and ‘Gold’ categories.
Uma has earned certificates in several supervisory training courses and completed the Singapore-Cambridge General Certificate of Education Advanced Level (GCE A-Level) examination.
Shirley Peh, Accountant
Shirley joined InfraCo Asia in April 2020 as an Accountant in the Finance team. In this role, she is responsible for day-to-day finance tasks, helping to facilitate a transition in accounting operations, as well as supporting InfraCo Asia on finance-related projects.
Shirley has more than 10 years of experience working in finance roles in both local and multinational corporations, across a range of industries. Prior to joining InfraCo Asia, Shirley was an Accountant at UTAC, a manufacturing company headquartered in Singapore, where she was involved in the design and implementation of several group-wide, automated accounting processes.
Shirley is well versed in a range of accounting processes, and proficient in accounting software including SAP R3, SAP B1. She holds a Diploma in Accountancy and Taxation from the Nanyang Polytechnic, Singapore.
David Pravinkumar, Digital Solutions Manager
David joined InfraCo Asia in February 2021 as Digital Solutions Manager, where he leads on InfraCo Asia’s digital infrastructure and systems transformation, and works in close collaboration with the management team on various cross-functional projects.
David has more than 12 years of experience in enterprise governance and IT infrastructure, project delivery and operations, and digital transformation. Prior to joining InfraCo Asia, David was Digitalisation Lead at an IT solutions subsidiary of the Singapore government. Prior to this, David worked with McConnell Dowell for 8 years in a regional IT management role where he developed and implemented key IT infrastructure and systems, including those that govern security and disaster recovery for the multinational construction company.
David holds a Master of Science majored in Computer Science, Cybersecurity & Computer Forensics and a Graduate diploma in Information Security from EC-Council University, a Bachelor of Science (Computing) from the University of Portsmouth, and a Bachelor of Arts (Theological and Ministerial Studies) from Vision International University.
Yen Ping Seng, Legal Counsel
Yen Ping Seng joined InfraCo Asia in November 2019 as Legal Counsel. In this role, she provides legal, compliance and risk-management support for InfraCo Asia’s Management Team and its contracted Developer Teams.
Prior to joining InfraCo Asia, Yen Ping practised as a disputes lawyer at leading law firms WongPartnership LLP and Allen & Gledhill LLP, where she specialised in dispute resolution in the construction, infrastructure, energy and engineering sectors. Yen Ping has also worked on cross-border commercial projects on the international arbitration team at Bae, Kim & Lee LLC in Seoul, South Korea. Her portfolio includes legal advisory for power plants, desalination plants, transport infrastructure, data centres and integrated resort developments.
Yen Ping holds a Bachelor of Laws (Honours) from the National University of Singapore. She is fluent in her native languages of English and Mandarin, and is proficient in written and spoken Korean for conversation and professional settings.
Prabaljit Sarkar, Director of Business Development
Prabaljit joined InfraCo Asia in October 2016 where his primary responsibility is project origination, development, and project financing under InfraCo Asia’s Co-Development programme, covering South and South East Asia.
Prabaljit joins InfraCo Asia with over 25 years of business development experience, including over 12 years with global power company AES (NYSE:AES) and 4 years with PricewaterhouseCoopers. With AES, he was based in Vietnam and India where he managed business development and deal closures; As a management consultant with PwC, Prabaljit supported the Odisha State Government in power sector reform and the privatisation of state-owned utilities.
Prabaljit holds an MBA in Finance from the Indian Institute of Social Welfare & Business Management (IISWBM) and a Bachelor of Engineering (Electrical) from Jadavpur University, India. Prabaljit is also an elected senior member of the Institution of Engineers, Singapore (IES).
Jeremy Saw, Director, General Counsel
Jeremy Saw is Director, General Counsel at InfraCo Asia. Having joined the firm in August 2015, he oversees the legal and compliance functions. Jeremy has deep experience across the Asia-Pacific region, particularly in the infrastructure, energy, mining and renewables sectors.
Prior to joining InfraCo Asia, Jeremy was a Senior Associate at Baker & McKenzie, a global law firm, working from bases across Australia, Indonesia, Malaysia, Myanmar, Singapore and Thailand, managing teams on projects and transactions covering the Asia-Pacific region. Jeremy also acted as regional ASEAN-focused in-house legal counsel at BP, a global oil major, where he was responsible for providing legal solutions across various ASEAN downstream businesses.
Jeremy holds a Bachelor of Laws (Hons) degree and a Bachelor of Commerce degree from The University of Melbourne, and also holds a Diploma and Advanced Certification for Governance, Risk and Compliance from the International Compliance Association and the Institute of Banking and Finance in association with the Alliance Manchester Business School of The University of Manchester.
Shalabh Singhania, Director, Portfolio Management
Shalabh Singhania joined InfraCo Asia in September 2014. As Director, Portfolio Management, Shalabh leads the team that is responsible for taking projects under InfraCo Asia’s co-development projects to Financial Close, after Joint Development Agreements have been signed with partners.
Shalabh’s career includes roles in consulting, business development, project management and transaction advisory. Prior to InfraCo Asia, Shalabh spent nine years as Director of Product Management for a global telecom startup which grew from 10 to 200 employees during his tenure. Shalabh’s career includes work with PwC’s Infrastructure Advisory team in the U.S. and India. As part of another boutique consulting firm in Mumbai, he worked with one of India’s largest infrastructure conglomerates advising them on their M&A and divestment efforts across sectors and regions including Southeast Asia.
Shalabh holds an MBA from the University of Chicago Booth School of Business and Bachelors and Masters degrees in Engineering from McGill University in Canada.
Soo Imm Teo, Executive Assistant & Office Manager
Soo Imm Teo joined InfraCo Asia in July 2015. She brings extensive experience in supporting Senior Management, conference-seminar & board meeting arrangements, negotiation of hotel & travel rates, office management as well as reporting capability, to InfraCo Asia.
Prior to this, Soo Imm was with Deutsche Bank AG APHO (Singapore). She has worked in Hong Kong from 2005 – 2010 when she was EA to the same CEO in both Natixis Asia Pacific Regional Office and Calyon Asia Pacific Office. Before that, Soo Imm was with Crédit Lyonnais Singapore up to the merger with Crédit Agricole in 2004. She is proficient in French, having worked many years in French institutions. She holds a Diploma in Business French and a Certificate in Business Administration..
Kennie Toh, Senior Manager, Projects and Operations
Kennie Toh joined InfraCo Asia in March 2018 and is a Senior Manager on the Projects and Operations team. In this role, he is responsible for the oversight of project implementation, and provides a focus on improving IAD’s project management capability, processes and tools.
Kennie has more than 18 years of experience as a project manager and mechanical engineer. Prior to InfraCo Asia, Kennie spent 15 years in project management and mechanical engineering roles at SMEC, working across the Asia Pacific, Africa, Middle East and Oceania regions in the power and water industrial sectors. He has led projects across a range of sectors including renewable energy, wastewater treatment and biomass production.
Kennie holds Master’s of Commerce, Master’s of Engineering Science (Mechanical) and Bachelor’s of Engineering (Mechanical) degrees from the University of New South Wales. He has also earned a diploma in Mechanical Engineering from Singapore Polytechnic.
Cristina Traini, Development Impact Manager
Cristina Traini joined InfraCo Asia in June 2021 as Development Impact Manager. In this role, she oversees the implementation of PIDG Group’s development impact review, management and monitoring systems.
Cristina is an experienced Programme Manager and M&E specialist, having worked for over 14 years on clean energy, climate change and sustainable development covering Asia, Africa and Europe. In her previous roles, she designed the Southeast Asia Energy Transition Partnership (ETP) programme, implemented a Results Based Management system at the Global Green Growth Institute (GGGI) and managed projects in the Energy Facility Unit at the European Commission. She has also worked with major energy companies to assess the impact of European Energy and Environmental policies on their infrastructure investment plans. In addition, she has expanded her expertise to the agricultural sector by acting as Chair of the M&E Committee at Grow Asia.
Cristina has a postgraduate degree (MA) in European Advanced Interdisciplinary Studies from the College of Europe (Poland) and a MA in Political Sciences from the University of Trieste (Italy). She also gained M&E certifications from The Evaluators’ Institute (USA) and Maastricht School of Management (Netherlands). She is fluent in French, English and Italian.
Karen Tsang-Hounsell, Investment Manager
Karen Tsang-Hounsell joined InfraCo Asia in March 2017 and is responsible for actively managing the company’s investments. She brings extensive experience as an infrastructure investment management professional, having managed assets, partnerships and initiatives across the region. Karen is skilled in strategy and business development, as well as project and stakeholder management.
Prior to joining InfraCo Asia, Karen was an Associate Director at Hastings Funds Management in Singapore where she managed strategic partnerships in India, Malaysia and Indonesia to develop new investment products in Asia. Before relocating to Singapore, Karen was a Senior Associate with Hastings Funds Management in Melbourne, where she performed both fund and asset management roles on a A$2bn ASX-listed infrastructure fund.
Karen’s career began in investment banking with Goldman Sachs, where she advised companies in the infrastructure and utilities sectors. She holds a Bachelor of Laws (Hons) degree and a Bachelor of Commerce degree from the University of Melbourne, a Diploma from the Australian Institute of Company Directors and is a CFA charterholder.
Teresa Yap, HR Manager
Teresa joined InfraCo Asia in February 2021 as HR Manager with the primary responsibility of co-developing the HR strategy and delivering HR operations excellence for the InfraCo Asia Executive Management Team.
Teresa has more than 9 years of HR experience working in management consulting, engineering services and brokerage firms with business and operations in the Southeast Asia region. Her experience spans the full employment lifecycle from recruitment, onboarding, performance management, HR business partnering, employee engagement and offboarding. Teresa also has a proven track record in improving HR workflows through digital transformation and change management.
Teresa holds a Bachelor of Business Management from Singapore Management University (SMU) with double majors in Organisational Behaviour & Human Resources and Psychology.
Genevie Yeo, Senior Analyst, Portfolio Management
Genevie Yeo joined InfraCo Asia in January 2019. As a Senior Analyst on the Portfolio Management team, she works across the lifecycle of InfraCo Asia’s Co-Development projects from signing of JIDA to Financial Close, applying her skills to the oversight of development activities in projects where InfraCo Asia has invested.

Prior to joining InfraCo Asia, Genevie served as Senior Executive, Corporate Development and Finance for Sunseap Group. There, she applied her investment analysis and due diligence skills to assessing opportunities in the Asia-Pacific solar sector. Genevie honed her financial, sector and macroeconomic research skills at Sumitomo Mitsui Banking Corporation (SMBC), where she was Assistant Vice President, Corporate Research. Genevie started her career at Absolute Asia Asset Management (now Ostrum Asset Management) as a Research Associate, working closely with the investment team to evaluate stock positions.

Genevie is a certified Chartered Financial Analyst. She holds a Master’s Degree in Sustainability Management from Columbia University, and a Bachelor’s Degree in Business Administration from the National University of Singapore (NUS). She is an active environmental advocate, and has been named a Climate Reality Leader as part of Al Gore’s Climate Reality Project.

Laxmi Devaindran, Legal and Compliance Officer
Laxmi Devaindran joined InfraCo Asia in February 2018. As Legal and Compliance Officer, she helps guide decisionmaking around issues related to to privacy, data protection, and corporate secretarial matters.
Laxmi’s 16 years of paralegal and contracts experience includes employment with companies in the legal, technology, and entertainment sectors, including Jones Lang LaSalle, Lenovo, ESPN Star Sports, and MTV Asia. Laxmi’s work has been defined by a focus on the maintenance of corporate governance and compliance issues and legal research. She has engaged with entities across a wide geographic footprint, including South Asia, India and China. Laxmi holds a Diploma in Law from Temasek Polytechnic.
Sharon Walker, HR Advisor
Sharon joined InfraCo Asia in September 2018 as HR Advisor, prior to which she worked with InfraCo Asia (since 2014) as its external recruitment partner and HR Consultant. In her current role, Sharon provides strategic HR direction and support for the Executive Management Team.
Sharon has over 20 years of experience in HR business partnering, talent management, and executive search. Her career includes roles as Global Head of HR for a Singapore-based, experiential entertainment company with business operations in North America, Middle East and Asia Pacific, as well as HR Generalist/Business Partner with SAP and Arthur Andersen. Sharon has also held leadership positions with workforce solutions MNCs Hudson and Kelly Services, and executive search firm Boyden.
Sharon is fluent in English, Mandarin and Cantonese. She holds a Bachelor’s Degree in Business Administration from the La Trobe University of Australia and a Graduate Diploma in Human Resource Management from the Singapore Institute of Management.
Lindsey Zouein, Communications Advisor
Lindsey Zouein joined the InfraCo Asia team as Communications Advisor in June, 2017. In her role she guides InfraCo Asia’s messaging, branding and strategic communications as well as being responsible for creative content. Lindsey has consulted with a number of Asia- and Silicon Valley-based companies to help give shape to new offers, products, and platforms.
Lindsey honed her craft during six years spent at global design and innovation firm, IDEO. There, she helped grow and give definition to the global brand at the company’s Palo Alto, Calif., headquarters, moving to Singapore in 2012 to serve as Marketing Director, Asia Markets. In this role, she worked with media, internal teams, and clients across China, India, Japan, and Singapore to share the impact of IDEO’s work. Lindsey’s early communications career began as a public relations consultant in the San Francisco Bay Area, where she helped launch notable technology startups in the semantic technology, video advertising, and online education spaces. She started out as a journalist for a daily newspaper in the Colorado Rocky Mountains. Lindsey has a Bachelor of Arts (magna cum laude) in Political Science from Pepperdine University.
